1. To investigate under what circum-stances citizens’ participation in European policy   making constitutes an answer to the   governance challenge inherent in strategic   goals of the Union as expressed in the 6th   Framework Programme.
2. To investigate the ways in which  participatory practices contribute to reflexive   decision making (outcome delivery) and  ac- tive trust generation in the highly  con- tentious issue areas of medicine, health,   food, biotechnology, energy, and  environmental policy that are central to the   strategic goals of the Lisbon summit as also expressed in the 6th Framework  Programme.
3. To investigate the possibilities for civic   participation in the context of multilevel   governance in the European Union, and to   contribute to institutional re-design that   makes “participatory governance” a central   component of European multi-level polity.
