"Zukunft ohne Hunger"

Weltweit hungern 925 Millionen Menschen, täglich sterben 7.000 Kinder an den Folgen von Hunger und Unterernährung. Gemeinsam mit internationalen ExpertInnen setzt die Caritas ein Zeichen für nachhaltiges Handeln und macht Ursachen, Folgen und Gegenmaßnahmen zu Hunger bewusst.

In Kooperation mit der Caritas Europa und der Caritas Internationalis veranstaltet Caritas Österreich am 1. und 2. Juni 2012 in Wien den Kongress zu globalem Hunger und nachhaltiger Ernährungssicherung mit 700 Teilnehmenden. Ziel des Kongresses ist es, Wissen zu vermitteln, Lösungen zu erarbeiten sowie die Vernetzung, Austausch und Mobilisierung von AkteurInnen zu ermöglichen. Angesprochen werden sollen engagierte Menschen in Österreich, politische EntscheidungsträgerInnen, international tätige Unternehmen, NGOs sowie ExpertInnen.

Als Key Note Speaker konnten der Friedensnobelpreisträger und ehem. UN-Generalsekretär Kofi Annan sowie Kristalina Georgieva, EU-Kommissarin für Internationale Zusammenarbeit, humanitäre Hilfe und Katastrophenabwehr gewonnen werden. Darüber hinaus diskutieren 31 ExpertInnen aus 19 Ländern Strategien gegen den weltweiten Hunger.

Tax Systems in Developing Countries – An Ignored Topic in Development Cooperation?

Effective tax systems are essential in developed and developing countries alike for raising sufficient revenues to finance government spending, public services and social security systems, without engaging in excessive borrowing. In developing countries increased domestic tax revenues can also reduce the dependency on donor funding and other foreign capital flows and strengthen the accountability of governments towards their citizens. The focus of governments in developing countries on aid flows and few large tax payers and the lack of dependence on their own citizens for revenue collection is according to the OECD a major cause of weak, unresponsive governance in developing countries.
But how can the multiple domestic and international challenges to establish effective and fair tax systems in developing countries be tackled? Especially the lack of governments’ resources and capacity to build effective tax collection systems, the large share of the informal economy and the dependency on value-added taxes compared to income or wealth related taxes are major impediments. International tax competition, trade liberalization as well as tax evasion and avoidance by large companies and rich individuals also hamper tax collection efforts in developing countries.
Taking into account the importance of domestic resource mobilization in developing countries, the event discusses the main domestic and international challenges for setting up effective and fair tax systems in developing countries. It further identifies policy recommendations at the national and international level with a focus on the role of donors and assesses why developments in this area have been so limited despite being on the agenda since the International Conference on Financing for Development in Monterrey in 2002.

Out of Empire: Redifining Africa's Place in the World

The history of decolonization is usually written backward, as if the end-point – a world of juridically equivalent nation-states – was known from the start and the only question was the obstacles to be overcome in order to get there. But if we ask how leaders in France, Britain, and their African colonies saw the political possibilities at the end of World War II, the routes out of colonial empire appear more varied. Some Africans sought equal rights within empire, others to federate among themselves; some sought independence. In London or Paris, officials realized they had to reform colonial empires, but not necessarily give them up. The idea of “development“ became a way to assert that empire could be made both more productive and more legitimate. My talk explores how these alternative possibilities narrowed between 1945 and approximately 1960. The idea that polities were composite gave way to the fiction of a world of juridically equivalent nation-states. Some African leaders predicted that a world so divided –“balkanized“ as Léopold Senghor put it – might perpetuate rather than eliminate the powerlessness and poverty against which they were mobilizing.

2012 geht es bereits in die achte Runde: Vom 26. Juli bis zum 12. August heißt es diesmal wieder „18 Tage Lebensfreude pur“ auf der Donauinsel mit Künstlern, Gastronomen und Ausstellern vom Kap bis Kairo.
Herzstück der Afrika Tage ist wieder der große Bazar, mit Kunsthandwerk aus Afrika, Trommel- und Tanzworkshops und einem informativen und spannenden Kinderprogramm. Heiße Rhythmen erwarten die Afrikaliebhaber bei den Open-Air-Konzerten mit traditioneller und moderner afrikanischer Musik. Für das leibliche Wohl der Besucher ist gesorgt: Bars mit afrikanischen Speisen, Cocktails und Getränken.

Auf Anregung vieler Besucher wird das bewährte Konzept "Austria for Africa" ausgebaut, es wird ein noch größeres Spektrum von Künstlern in die Afrika Tage miteinbezogen, die zwar keine afrikanischen Wurzeln haben, wohl aber durch ihr Sendungsbewusstsein und ihre Popularität dazu beitragen, Projekte für Afrika zu unterstützen und voranzubringen.

Afrika hat mehr zu bieten als Golfplätze und Safaris! Eine Neuheit auf den Afrika Tagen wird daher das Projekt "Afrika ganz nah" sein. Hier werden viele Vereine eingeladen, in Diskussionen, Informationsveranstaltungen und Ausstellungen über Ihre Aktivitäten zu berichten.
