Europe: Garzón elected member of the CPT

Baltasar Garzón has been elected as the Spanish member of the European Committee for the Prevention of Torture (CPT). Garzón will fulfill the position for two and a half years and will carry out monitoring visits to detention facilities and psychiatric institutions to assess possible human rights violations.

Garzón became known when he issued an indictment against Chilean former dictator Gen. Augusto Pinochet which led to his arrest in London in 1998 and he was also actively involved in the persecution of members of the Argentinean military regime. A recent uproar was caused by the suspension of Judge Baltasar Garzón on 14 May 2010 who was collecting evidence for human rights violations and crimes against humanity during the Franco era. The suspension was based on abuse of office after two right-wing groups filed a complaint invoking on the 1977 amnesty law. The decision of the court has sparked widespread criticism.
