Romania/Ukraine: CPT reports published

The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has published reports on its visits to Romania (5 to 16 September 2010) and to Ukraine (September 2009).

In Romania, the CPT reviewed the conditions of detention in several police establishment as well as the treatment of persons detained by the police. The Committee also put emphasis on the implementation of the recommendations made by the Committee after its previous visits.

The visit to Ukraine raised the Committee’s concern in several areas such as the treatment of persons detained by law enforcement agencies, the situation in pre-trial establishments and the conditions under which life-sentenced prisoners serve their sentences. In one institution, Colony No. 89 in Dnipropetrovsk, the Committee received numerous allegations of physical ill-treatment by staff. The Committee registered improvement of material conditions of detention in law enforcement establishments and of the conditions in which immigration detainees are held.
