Manfred Nowak, Johanna Lober and Tiphanie Crittin, of the Ludwig Boltzmann Institute of Human Rights carried out an assessment visit to Togo from 14 to 25 May 2012, with the aim of following up the 2007 recommendations of the UN Special Rapporteur on Torture and identifying the main problems and shortcomings in the area of torture prevention. For that purpose the team held bilateral and multilateral consultations with civil society organisations active in the field of torture prevention, as well as with relevant actors of the Executive and Legislative powers, law-enforcement bodies, the National Human Rights Commission and members of the international community. The team finally carried out a visit to the Prison Civile of Lomé, police and gendarmerie lock-ups and a juvenile detention center (the Brigade pour Mineurs). Read the full report.
