UN Special Rapporteur on Torture Manfred Nowak gives a presentation at the 'Training Programme for Lawyers on Convention Against Torture Claims and Refugee Law' organised by the Hong Kong Academy of Law between 14-17 December 2009. The lecture focuses on the importance of Article 3 on the Convention Against Torture (CAT), which prohibits parties from returning, extraditing or refouling any person to a state "where there are substantial grounds for believing that he would be in danger of being subjected to torture"
