War on Terror Mar 24, 2010 The “Joint Study on Global Practices in Relation to Secret Detention in the Context of Countering Terrorism” (‘Secret Detention Study’) is the first comprehensive inquiry of independent experts of the United Nations into the incommunicado and unaccounted detention of terrorism suspects in the context of the so-called “war on terror”. The study develops further earlier inquiries conducted by the Council of Europe and European Parliament and provides a comprehensive analysis of the historical development and current practice of secret detention, including related activities such as “proxy detention” and “extra-ordinary rendition”. The study also includes a summary of the international legal framework applicable to secret detention and gives details on the personal stories of more than two dozen individuals who were victims of secret detention and interviewed for this study.
