Guest Lecture from Professor Dr. Zilla Sinuany-Stern in the coure "UK Strategisches Management im im Gesundheitswesen" ( 18.11.2011)


Logo ABOTIC - Befreit von BarrierenIt was a high pleasure to welcome Professor Dr. Zilla Sinuany-Stern from Ben Gruion University of the Negev, Israel at our University as a guest researcher. On Friday, November 18th she gave a talk on the Israeli health care system in class of Associate Professor Dr. Marion Rauner (040620 UK KFK HCM/ITM: Strategisches Management im Gesundheitswesen). It was very interesting to compare this health care system to the US health and European care systems. We discussed similarities, differences, opportunities, and threats of different health care systems with Prof. Sinuany-Stern.

The abstract of the talk: In 1995, the National Health insurance Legislation (NHL) passed. NHL provides all Israeli citizens a basic universal health basket. Health tax is collected from all employees by the state, which allocates budgets to Sick Funds (SF) by a capitation formula. There are 4 competing SF in Israel. Citizens can move from one SF to another, at most every 6 months. SFs purchase hospital services. The state owns about 40% of the hospitals (in number of beds). Supplemental health insurance is provided by SFs and the private sector's insurance companies, for extra pay. Consequently, exceeding demand is created, which causes inequality between citizens who have private insurance and the others. Efficiency and inefficiency of the Israeli health system are presented. Structural, financial, and health care quality of the Israeli health system are presented, in comparison to other OECD countries. Finally the curent crisis of the practicing physicians and its causes are presented, in light of structural deficiency and the comparative data as presented.
