Self-organization in nature and society as decision making

The approach is suggested of considering self-organization in complex systems as the procedure of decision making. This interpretation is illustrated by the examples of self-organizing thermodynamic systems,dynamical systems, biological and social systems. A probabilistic description of self-organization is developed. The process of self-organization is characterized by the diminishing Shannon entropy or increasing von Foerster redundancy. The advanced approach naturally includes the procedure of decision making by humans, providing a novel way of treating decision making as a kind of self-organization in the human brain. Mathematical structure of the generalized decision theory is formulated, that includes, as a particular case, the usualdecision theory based on utility theory, but which is free from the paradoxes of classical decision making. The way of constructing artificial intelligence is discussed, taking into account the feedback from surrounding.
