Commentary

Morphologically the -eś would suggest an acc. pl. ending like in siteś. But on TI·13 it is more probable that it is a nom. sg. ending -ent-s (cp. aśeś, Motta 2000: 214, Solinas 1994: 324, cf. Morandi 1999: 164, who speaks of a gen. sg. m ending). *‑nigents meaning "washing" (< Celt. *nig- "to wash), etymology not satisfying. The explanation of the first segment is unclear (< *birro- seems not suitable. Stifter 2010: 370, cf. Motta 2000: 214, Lejeune 1971: 127, Tibiletti Bruno 1981: 199, Holder 1896-1907: I 424-425, GPN: 311-314, Morandi 1999: 164 (Pirako-)). Probably better to be read as pirauiχeś.

Cp. the placename Βιρακελλον in Ptolemy 3,1 (De Bernardo Stempel 2000: 92), which she interprets as "*Bir(r)-āk-ellom 'the place of the Short-cape-wearing people'".
