Zuschreibungen an Roma und Sinti in Integrationsprojekten der EU

Abstract

Die Lebensbedingungen der Roma und Sinti in Europa sind durch Armut, Ausgrenzung und Diskriminierung gekennzeichnet, weshalb es sich die Europäische Union zum Ziel gesetzt hat, die Lebensbedingungen der “Ethnien” in den einzelnen Mitgliedsländern zu verbessern. Die bisher durchgeführten Projekte haben jedoch keine tiefgreifenden Veränderungen bewirkt, sondern sind von gravierenden Problemen geprägt. Anhand zweier Fallbeispiele aus der Slowakei werden die Gründe für das Scheitern der Maßnahmen beleuchtet. Als wesentlicher Hemmschuh für eine erfolgreiche Durchführung von Maßnahmen für Roma und Sinti werden kulturalisierende und diskriminierende Zuschreibungen an die Ethnie identifiziert. Die Konzeptualisierung der Ethnien als soziale Problemgruppen mit einer spezifischen Kultur basiert auf der kontinuierlichen Reproduktion eines historisch gewachsenen Bildes über “den Zigeuner”, “die Zigeunerin”, das zwischen dem 15. und 19. Jahrhundert in Europa entstand und entscheidend durch Wissenschaft und pseudowissenschaftlicher Strömungen geprägt wurde.

English abstract

The situation of Roma and Sinti in Europe is marked by poverty, exclusion and discrimination; hence the European Union aims at improving their living conditions in the member countries. So far, the implemented measures have not brought about any changes since they are marked by serious structural problems. The article will highlight the reasons for the weak performance of two projects for Roma in Slovakia. Culturalizing and discriminating ascriptions to Roma and Sinti are identified as a major barrier for a successful implementation of measurements. The ethnic groups’ conceptualization as a social problem group adhering to a specific culture is based on the continuous reproduction of a historic image of “ZigeunerInnen” that came into existence between the 15th and 19th century and has been formed by (pseudo)scientific paradigms.

Lebenslauf/ vita

Sabrina Kopf, Mag. phil., Diplomstudium der Kultur- und Sozialanthropologie in Kombination mit DaF (Deutsch als Fremdsprache) an der Universität Wien und in Lund. Doktorandin und Lektorin an der Universität Wien. Ihre Forschungsschwerpunkte liegen im Bereich der politischen Anthropologie, Postsozialismus, Gender Studies und Minderheitenforschung mit regionaler Verortung in Ost- und Südosteuropa.

Sabrina Kopf studied Social and Cultural anthropology in combination with GFL (German as Foreign Language) at the University of Vienna and Lund. Currently, she is PhD student and lecturer at the University of Vienna. Her research interests are political anthropology, postsocialism, gender and minority studies with a regional focus on Eastern and South Eastern Europe.
