From Resistance to Counter-state:
The Making of Revolutionary Power in the Liberated Zones of Occupied Greece, 1943-1944

Since the summer of 1943, the armed Resistance and mainly ELAS (Greek People’s Liberation Army), had liberated from the Axis occupation a great part of mainland Greece. The liberated zones, known thence as Free Greece and peopled by over a million inhabitants, were organised as a counter-state in war with their surrounding occupied country. This gradual formation of a unified liberated territory needed a form of government. In this context, a de facto revolutionary power emerged in the form of PEEA (Political Committee of National Liberation ) in March 1944. This form of power was the outcome and combination of a series of precedent forms of organisation, mobilisation and control in the Greek Resistance. Those were both military, as the Joint General Headquarters of the British Military Mission and the Greek Resistance or the ELAS General Headquarters, and political as the local organizations of EAM (National Liberation Front). Until the liberation of the country in autumn 1944, PEEA acted as the government in the zones under its control, having issued a series of laws and resolutions and having constituted an impressive administrative mechanism.
