Access to the gaming and sports betting market is restricted in
many Member States to prevent money laundering and gaming addiction
from running wild. Both the Finnish monopoly on the operation of
slot machines and the Italian sports betting monopoly have survived
strict scrutiny by the European Court of Justice. Regulatory
considerations also justify the system of licences under the
Austrian Gaming Act. Nevertheless, new threats are on the horizon:

addiction and money laundering by organised crime. This book
